This is an Exploding PowderKeg for use as a Bombardment Unit.
The PowderKeg Explodes for Bombardment.

This Unit is intended to be set with "Cruise Missile" settings for use.
Recommended settings: Move 3, Attack-0, Defense-0, Hit Points-0, Bombardment STR: Very High, 
Range-2 or 3, Rate-Very High, Create Craters, Collateral Damage, Cruise Missile, 
(Foot Unit or Tactical Missile- to load in transports for Human Players. Note that the AI will not transport with land units.), Remove "Explore", add Load, Bombard, 
Flag Cruise Missile for AI Strategies. Can be Set as Immobile but remove "Go To" setting and flag Immobile.
Good to have this Unit set up to be "Produced" from an Explosive producing (Wonder).
